OUR RIGHTS HAVE BEEN TRAMPLED LONG ENOUGH AND DEEP ENOUGH THAT THEY ARE NO LONGER VISIBLE. HERE, WITH APOLOGIES TO JAMES MADISON AND GEORGE MASON, IS OUR HUMBLE EFFORT TO ARTICULATE CERTAIN RIGHTS WHICH NOW APPEAR WARRANTED, IN VIEW OF ALL THE TRAMPLING. WE UNDERSTAND THAT THE ROAD TO GETTING THIS FORMALIZED IS LONG AND STEEP. HOWEVER, WE ALSO BELIEVE THAT IF ENOUGH CITIZENS WANT ANYTHING BADLY ENOUGH, IT CAN BE ACHIEVED. WE EXPECT TO FILE A FORMAL REQUEST FOR ENACTMENT OF THIS OR A SIMILAR LISTING AS SOON AS PRACTICABLE. HOW "SOON" DEPENDS ON YOUR INTEREST. LOOK THIS OVER, COMMENT, AND SUPPORT BY INPUTTING YOUR VIEWS!! SUGGEST WORD CHANGES, ADDITIONAL RIGJHTS, DELETION, OR BAGGING THE WHOLE THING.

MANY PEOPLE WILL SAY IT CAN'T BE DONE.  I SAY IT CAN!!

 



KNOXVILLE CITIZENS' BILL OF RIGHTS

All legal residents of Knox County have certain inalienable rights, which cannot be compromised by any other document . These rights supercede and override any contrary documentation, whether intentional or accidental, which may occur in the County System, including the Knox County Charter. These rights apply only to persons legally residing in, or legally inhabiting, the State .

This Amendment formalizes these rights, and requires an automatic and mandatory County Commission hearing for any legitimate Citizen's grievance, in the event of documented violations hereto. These inalienable rights include the following (where “Chartered” means “Covered in the Charter”):

1.The right to witness and approve all proposed changes to the Chartered Government and its principal officers.

2.The right to speak uninterrupted for thirty minutes at any official Chartered meeting, if requested 48 hours in advance.

3.The right to timely elections (i.e., within 90 days of request) to correct any observed compromise, or dereliction of duty, if supported by documented signatures equal to 15% of the voters in the last general election.

4.The right to preview the County Budget at least 30 days before enactment.

5.The right to obtain copies of any official documents or letters upon request, at a nominal copying cost.

6.The right to request immediate removal of any Chartered official found to be in violation of the Charter; such request (by a minimum of ten voters) must be addressed and answered by The Commission within72 hours of submittal.

7.The right to require Annual Plans (filed in November) and related Annual Reports (filed in February) from each Chartered official, with specific milestones and performance-measurement statistics.

8.The right to submit fact based invoices requiring Chartered officials to reimburse the County for expenditures in excess of $100.00 not specifically authorized by the Charter.

9.The right to view and receive copies of a complete Organization Chart, showing all Chartered employees (with salaries of $50,000 or more) and their supervision, duties, and total compensation.

10.The right to request Charter amendments, and receive timely, formal Commission response, if backed by 100 signatures of registered Knox Count voters.

11.The right to have free and unhampered access to the City/County Building for legitimate Citizens' business, with minimal monitoring and adequate free parking on-site.
